Dr. Smart has cared for our pets, cats and dogs, for over 10 years. Her expertise has been invaluable as we have special needs pets, blind, deaf, paralyzed. She, her associate, Dr. Sheila Scoggins, and the entire staff are wonderful to work with -- caring, compassionate and knowledgeable. Dr. Smart is a skilled surgeon and is trained in advanced laser surgery. We have used almost all of the clinic's services and have been more than satisfied. At this time we have six special needs rescue dogs and two cats and we are so grateful that they have the care that Dr. Smart and Westbay Animal Hospital provide.
